Based on the responses received during the consultation period the Audit now provides an updated position on housing land within Highland. It outlines the number of housing units programmed for completion between 2006 and 2010, describes the key constraints affecting development and looks at past housing completions. The report recommends that the Housing Land Audit be approved as an accurate reflection of all identified housing land within Highland. 1.0 BACKGROUND 1.1 Scottish Planning Policy 3 (Planning for Housing) issued by the Scottish Executive in 2003 states that “Planning authorities should carry out regular monitoring of housing completions and availability of effective land by preparing a housing land audit”. It continues that “The aim of the audit process is to ensure that, at all times, sufficient effective land is available to meet the housing land requirement for at least the following five years”.
