Anderson, Deputy Controller Anabell Kinney, Management Auditor Gloria Novak, Assistant Management Auditor Jeff Khadem, Performance Auditor July 2009 July 23, 2009 To the Honorables: Pittsburgh Mayor Luke Ravenstahl and Members of Pittsburgh City Council: The Office of City Controller is pleased to present this performance audit of Department of Public Works Parks Maintenance conducted pursuant to the Controller’s powers under Section 404(c) of the Pittsburgh Home Rule Charter. EXECUTIVE SUMMARY The City has over 2892 acres of park land comprised of four large Regional Parks (Frick, Schenley, Highland and Riverview) and numerous smaller parks and parklets. Park facilities and grounds are maintained by the Department of Parks Maintenance Division which is organized into seven geographic divisions. This audit assesses day to day park maintenance, compliance with departmental maintenance procedures and schedules and performance reporting. Findings and Recommendations Compliance with Maintenance Standards and Frequency Schedules Finding: The Bureau’s maintenance standards and frequency schedules are more akin to guides than rigid schedules.
