INU-04-1 DEREGULATION OF LOCAL EXCHANGE SERVICES IN COMPETITIVE MARKETS ORDER INITIATING NOTICE AND COMMENT PROCEEDING (Issued May 7, 2004) It is the policy of the state of Iowa that communications services should be available throughout the state, from a variety of providers, at just and reasonable rates. Iowa Code § 476.95(1). This policy was formally adopted by the state of Iowa in 1995. At the same time, Iowa's rate-regulated carriers were permitted to enter a price cap form of regulation designed to assist carriers on the path to competition and, eventually, deregulation.
