Jobseekers are persons registered at Pôle Emploi, a body that resulted from the merger between the ANPE
and the Assédic network.
Statistics on jobseekers are compiled from administrative files – those used by Pôle Emploi for its activity.
Therefore, as well as job market trends, various factors may affect the number of jobseekers: modifications
in the handling of jobseekers and the assistance given to them, the ways in which jobseekers register, etc.
Statistics of this kind do not generally facilitate international comparisons because they depend on
registration rules. For instance, in certain countries the administrative statistics only cover jobseekers
receiving unemployment benefit, which is not the case in France where jobseekers without benefit are also
counted.
The notion of jobseekers registered at Pôle Emploi is different from that of the unemployed in the sense of
the International Labour Office (ILO): certain jobseekers are not unemployed in the sense of the ILO; and
conversely, certain unemployed persons are not registered at Pôle Emploi.
In the Pôle Emploi administrative files, eight categories of jobseeker are used:
- jobseekers registered in 1, 2, 3, 6, 7 and 8 are all required to actively seek a job, but are distinguished from
each other by the type of contract they are looking for and whether or not they are doing short-time work
(see table below). The distinction as to the accomplishment or not of short-time work was introduced in July
1995 with the creation of categories 6, 7 and 8.

- jobseekers registered in category 4 are not required to actively seek a job, because they are interns, in
training, sick, etc., and are jobless;
- jobseekers registered in category 5 are not required to actively seek a job, and are employed (for example,
beneficiaries of assisted contracts).
