It is suggested that the models may respond differently to diffuse solar radiation and radiation at shallow incidence angles. Instrument calibration techniques are compared, with reference to the development of the International Pyrheliometric Scales, and it is shown that there are systematic differences between the diffuse calibrations performed by the UK Meteorological Office and/the zeniths performed by Kipp and Zonen.
