1. AUTHORITY
The authority for the evaluation panel is contained in the
endorsement by the Council of Ministers of the Commission's
communication "A Community Plan of Action relating to the evaluation
of Community research and development" (OJ No. C.14 of 20.01.87,
p.5).
2. TERMS OF REFERENCE
The panel's detailed terms of reference are contained in Appendix V.
The main requirements were to assess:
- the quality and practical relevance of the results of the
research;
- the scientific and technical achievements of the Substitution
Materials Research Programme 1982-1985;
- the programme's contribution to the social and economic
development of the Community;
the benefits resulting from the implementation of the programme
at the Community level ;
- the management of the programme.
3. COMPOSITION OF THE PANEL
Panel members were drawn from a variety of backgrounds: industrial
managers, research scientists from industry, industrial consultants
and senior officials.
