1 Does foreign regulation influence domestic inventors? The case of innovation in wind power May 2010 Antoine Dechezleprêtre†, Matthieu Glachant? Abstract This paper examines the influence of domestic and foreign regulation on innovation activity in wind power technology, using patent data from OECD countries from 1990 to 2005. We use data on the growth of installed power capacities to measure the level of pro-renewable regulations in a country. There is empirical evidence that inventors respond to domestic environmental regulation by increasing their innovation effort. We confirm this finding and find strong evidence that innovation also responds to foreign regulation. This work reports evidence of cross-border induced innovation.
