Chapter Air Installation Compatible Use Zone AFB) Intent The purpose and intent of the Air Force Air Installation Compatible Use Zone is to the potential for airport hazards, and protect the health and safety of the neighboring communities based on the following findings: 1 An airport hazard endangers the lives and property of users or occupants in the vicinity of AFB within Spokane County. 2. An airport obstruction hazard in effect reduces the size of the area available for the Banding, takeoff, and maneuvering of aircraft, thus tending to destroy or impair the viability an airport and the public investment therein. 3. The creation or establishment of an airport is a safety issue, and detrimental to the region sewed by the airport affected. 4. It is necessary to prevent the creation or establishment of airport hazards order to protect the public health, safety, and general welfare, and to promote the most appropriate of land. order to out the purpose and intent of the Air Installation Compatible Zone, the following development standards shall apply to the described conical areas, approach areas accident potential zones and noise impact areas indicated on the official Spokane County Zoning Maps. The following subsections provide additional specific detail concerning safe airport operations and use of surrounding properties. Applicability The Air Installation Compatible Use Zone applies to Fairchild AFB. The Airport Overlay Zone (Section 14.702) applies to Spokane Airport, Felts Field, and the Deer Airport. Airspace and Land Use Areas In order to carry out the purpose and intent of the Airport installation Compatible Use Zone as set forth above, and to restrict those uses which may be hazardous to the operational safety of aircraft operating to and from Fairchild AFB, the following air space and land use safety areas are established: Surface:, This surface defines the limits of the clearance requirements in the immediate vicinity of the AFB runway. The primary surface comprises of the runway, runway shoulders, and lateral safety zones and extends 200 feet beyond the runway end. The width of the primary surface for the Fairchild runway is 2,000 feet, or ,000 feet on each side of the runway centerline.
2. Approach -Departure Clearance Surface: An extension of the primary surface at each end of each runway, for a distance of 50,000 feet, first along an inclined (glide angle) and then along a horizontal plane, flaring symmetrically about the runway The inclined plane angle) begins in the clear zone 200 feet past the end of the runway, at the same elevation as the end of the runway. It continues upward at a slope of foot vertically for each 50 feet horizontally) an elevation of 500 feet above the established airfield elevation. At that point the plane becomes horizontal, continuing at that same uniform elevation to a point 50,000 feet longitudinally from the beginning of the inclined plane (glide angle) and ending there. The width of the surface at the beginning of the inclined plane (glide angle) is the same as width of the Primary Surface, flares uniformly, reaching the maximum width of 16,000 feet at the end. 3. Transitional Surfaces: These surfaces connect the surface, clear zone and approach -departure clearance surfaces to the outer horizontal surface, conical surface, other horizontal surface, or other transitional surfaces. The slope of the transitional surface is 7: 1 outward and upward at right angles to the centerline. To determine the elevation beginning of the transitional surface slope at any point along the lateral boundary of the primary surface, including the clear zone, a line from this to the runway This line will be at right angles to the runway axis. The elevation at the runway centerline is the elevation for the beginning of the slope. This surface extends to a height of 150 feet, 2,050 feet from the runway centerline. 4. Inner Horizontal Surface: This surface is a plane, oval in shape at a height of feet above the established airfield elevation. The surface begins 2,050 feet beyond the runway and the end of this surface is constructed by scribing an arc with a radius of 7,500 feet above the at end of the runway and interconnecting these arcs with tangents. 5. Conical Surface: This is an inclined surface, 150 feet above the established airfield elevation, extending outward and upward from the outer periphery of the inner horizontal surface (7,500 feet from for a horizontal distance of 7,000 feet to a height of 500 feet above the established airfield elevation. Clear one: The Clear Zone at each end at of the Fairchild AFB runway is 3,000 feet wide (1,500 feet wide on each side of the runway by 3,000 feet long. Accident potential on or adjacent to the runway or within the clear
zone is so high that the necessary land use restrictions would prohibit reasonable economic use of land. Proposed uses in the Clear Zone be in accordance with Land Use Requirements in Para 8. Accident Potential Zone is 3,000 f  eet wide feet wide on each side of the runway centerline) by 5,000 feet long extending to 8,000 feet from the runway threshold. Proposed uses in APZ I shall be in accordance with the Land Requirements in Para 9. Accident Zone is 3,000 feet wide (1,500 feet wide on each side of the runway centerline) by 7,000 feet long extending to 15,000 feet from the runway threshold. Proposed uses in APZ shall be in accordance with the Land Use Requirements contained in Para Substantial Noise Areas: Those where it has been determined that existing or potential noise levels exceed 65 (day -night average sound level). The official Spokane County Zoning Maps shall show where noise impact areas occur or are anticipated and shall be amended when conditions change or as new information becomes available. General Use Restrictions use shall be made any land in the Airspace and Land Use Safety Areas defined hereinabove that would cause any one of the following circumstances. a. The use creates or causes with the operations of radio or electronic facilities at the with radio or electronic communications between airport and b. The use makes it difficult for pilots to distinguish airport lights and other lights. c. The use results in glare in the eyes of pilots using the airports. The use impairs visibility in the vicinity of the airport. e. The use endangers the landing, taking off, or maneuvering of aircraft. f. The use creates a bird attractant that, in the opinion of the airport, with aircraft operations. g. The use would create a accelerant or secondary explosion resulting from an crash in an accident potential zone. The following restrictions also apply:
a. Prior to development or issuance of a building permit within the Clear Zone, APZ or a substantive noise impact area, or a permit which will result in a facility greater than 35 feet in height within the boundary of the approach -departure clearance surface at the ends of runway and the perimeter of the surface transverse to the runway as defined herein, the proponent shall provide a copy of the proposal to the Base Community Planner at Fairchild AFB be given 15 working days to review and comment an the proposal. The filing of an FA4 Form 7460 -1 with the FAA Northwest Mountain Region may be required by Advisory Circular or Alteration of Objects that May Affect the Navigable Airspace, based on the overall height, location, nature of the proposed construction in the vicinity of and as directed by CFR Part 77.13. ht Restrictions Structures or vegetation may be constructed, maintained, or allowed to grow in any air space area as described hereinabove so as to project above the applicable surface. The following items are exempt from this provision. 1. Any structure or object that be shielded by existing permanent structures or by natural terrain or topographic features of equal or greater height. 2. Any air navigation facility, airport visual approach or landing aid, aircraft arresting device, or meteorological device, of a type approved by Federal Aviation Administration, or an appropriate military service at military airports, with a fixed location and height. 3. Structures necessary and incidental to airport operations. Where an area is covered by more than one height limitation, the more restrictive limitation shall prevail. No structure shall be erected so high as to increase the Federal Aviation Administration landing approach minimums for aircraft using the runway of unless the Installation Commander approves of such action. Administrative ht Exception The Director may administratively grant height exceptions after of a proposal under the following procedure. A request an exception to the height restriction standards shall follow the procedures for an Administrative Exception as outlined in chapter 14.51 0. 2. A finding by the Director that the structure will not exceed specifications identified the Federal Aviation Regulations, Part 77 (Objects Affecting Navigable Airspace).
Approach-Departure Clearance Surface Restrictions Building will not be issued until the final site development plans have been approved. Such approval may include requirements to mitigate impacts of the project and to ensure that the standards of the zone are upheld. The Director at option require Hearing Examiner approval of site development plans consistent with the procedural requirements for a Type project application as set in Title 13 (Application Review Procedures) of the Spokane County Code. Clear Zone Restrictions Acceptable within the Clear Zone axe: agriculture; livestock grazing (excluding feed and dairy lots); permanent open space; rights -of -way for single track railroads and fenced, highways without sidewalks or bicycle trails provided they do not violate obstacle clearance criteria; rights -of -way for communications and utilities provided all facilities are at grade level or Underground; and essential navigation aids and operational facilities, provided there are no feasible alternatives. Proposed uses in the Clear Zone shall be in accordance with the Land Use Requirements in Para Accident Potential Zone I Acceptable land uses include transportation, wholesale trade, open space, recreation, and agriculture, However, uses concentrate people in small areas are not acceptable. Proposed uses in APZ I shall be in accordance with the Land Use Requirements in Para Accident Potential Zone Restrictions Acceptable uses include those of Accident Potential Zone I, as well as low density single family residential, and those personal and business services and trade uses of low intensity scale of operation. High density functions as multi -story buildings, places of assembly (theaters, churches, schools, restaurants, and high density office uses are prohibited. The optimum density for residential usage (where it does conflict with noise criteria) in Accident Potential Zone is one dwelling per acre. For most non -residential usage, buildings shall be to one story and the lot coverage shall not exceed 20 percent. Proposed uses in APZ II shall be in accordance with the Use Requirements in Para Substantial Noise Impact Areas Proposed uses in AFB Noise zones shall be in accordance with the Land Use Requirements contained in Land Use Requirements The following land use requirements the Airspace and Land Safety Areas shall be adhered to.
